Alright, I've done this on another forum and it worked pretty well; I got some cool plates out of the deal.

Here's the plan. If you have extra license plates (or can go to your local junkyard and snag some), you can come and swap them for some others. You pay shipping on your plates TO the person your trading with, they pay shipping on their plates going to you. It's quite simple.
