You have checked them by jumping the pins in the ALDL connector for checking SES codes?

Your relays are good, then fuses are next.

Neither fan is turning on?

You sure your engine is even getting hot enough to kick them on??? The primary wont even kick on until appx 210 degrees..

A scan tool should be able to display proper coolant temp so you know what the temp really is.. Gauges tend to lie especially the cars w/o 3 wire sensors that have one for the gauge (single wire) and another for the ECM (2 wire) that tells it what the temp is.

The 2 wire could be bad, telling your ECM is actually colder so they dont kick but your gauge is running off the good 1 wire which tells you its hot. Have you notice the car using more fuel lately?? Thats a sign the 2 wire sensor is bad

you are right , the engine might not be getting hot enough cause the temp gauge goes all the way to about 260 , but i don't smell got antifreeze and usually that high it begins to smell hot.
i think it might be the temp. sensor i will check the wiring and make sure there is nothing lose .
