Ok, so heres what i need. something that gets a 12v+ trigger, then after about a 10 second delay (or so) it engages a ground. is there any way to make this with like a relay and a flasher or something? hahaha McGuyver needed
-yes its for the video function on my Multimedia Receiver. the ground wire for the park brake must be engaged after the unit has powered up.

Wire it up to your windshield wipers.

a 555 set in monostable mode should work.

555 is a timer chip, you can even find them at radioshack.
monostable is one of it's modes, essentially it will wait for x long after receiving a trigger pulse on one pin, then make a trigger pulse on another. you adjust it via one capacitor and resistor.
for a 10 second delay, you would need near a 100mF cap and a 91 KOhm resistor. want a diagram?

PMs, HAH. pin 2 is what will trigger the timer to start, then when the time period is up, the pulse happens on pin 3. in case you don't know, a microfarad is usually abbreviated 100uF, except the u is the greek form IIRC.
